Horses were judged under the TWHBEA rules: 40% Running Walk; 20% Flat Foot Walk; 20% Canter; 20% Conformation.

The competition was so nearly matched between Strolling Jim & Lilly White that according to the 1939 National Horseman " in sincere & painstaking adoption, one of the judges, Clyde Westbrook, rode both Strolling Jim & Lilly White around the big ring before a decision was announced"

This was undoubtedly a grand show to witness.
